But tho' argumts derived from reason
are not to be found, argumts derived from imaginatn
are not wanting. Tho' argumts logical are not to be
found, argumts physical are not wanting.
Of this physical class two in particular
are in use to be employed to throw light
upon the political question – which is the best
form of governmt. One of these argumts
may be stiled the mechanical; the other the
chemical. The mechanical is that which
applies more particularly to the present subject – it is derived from
the balance. The English Constitutn is composed
of not indeed strictly speaking of a balance for
a balance – balance as it ought to have been
originally in English & is in other languages
is meant a combinatn of receptacles
called scales two & no more connected
together by a pretty simple mechanism: two
scales into each of which for the purpose
of the appropriate operation a weight body
is placed but in the present case we
have three bodies to make application of
– the King, a house full of lords, & a house full
of Commons – the King a corporation sole
as English lawyers phrase it, the Lords &
Commons each of them a body corporate.
