J.B. to France against Peers
Imagery upon imagery – obscurity upon
obscurity – darkness upon darkness – confusn
upon confusion. Taken – borrowed – mistaken
from the case of state of things under international law is this
pretended solution of a difficulty which
presents itself in internal law – so improperly
but commonly called Municipal
law: in international law
the imagery is not unappropriate.
Why? answer because in that case
the thing really to be derived – the state of
things really most contributory to the
greatest happiness is a state of
rest – in plain language a state of
peace – peace being a negative quantity
consisting in the nonexistence of
that combination of motion by
which war is carried on.
