Not so of the any intended application of the matter of reward.
A When the service chosen to be checked by it consists
in laudation beloved as to form of government, offer of
any definite and thence limited quality of the matter of
reward would be in the first place, with reference
to the end in view (as above shown) needless, in the next place detrimental,
detrimental because in this case monarchy would be susceptible
the supposition might be that by nature hope of the reward declaration
of the denied opinion was obtained while on the
part of candidates in any number, which in fact truth is perhaps
the nature of every one of them, the offence really is entertained
now the matter
