1830. Sept. 15.
J.B. to France against Peers
Letter II against Peers

+ 89
1. Interest Sinister
Now as to evils from sinister
interest. Deputies
of first Chamber (suppose)
removeable by their electors
the subject many – if
the composition of the
Second Chamber the
same it is worse than
useless – if different
it will be opposed to the
general interest.

+ 90
2. Duration? 1. for life? 2. Hereditary?
What the duration of
Second Chamber's power?
A term of years, for
life or hereditary?

---page break---

+ 91.
1. Hereditariness bad – best known
Hereditary peerage first
– most complex, but best
known – it exists here – is
known to France, but not
so complicated and mischievous
there – Commons
not appointedly them.

+ 92
2 Locators Interest Sinister
Peers' house an instrument
of King – effect pure evil.

+ 93.
3 Locators Interest Sinister
Interest of King opposed to
those of his subjects – his
conduct determined by it,
like every body else's.

+ 94
4. Locators Interest Sinister
Interest of sympathy.

+ 95.
5 Locators Interest Sinister Locatees, more so
Conduct of a body determined
by majority –
future conduct, like past
– determined by apparent
interest.

1. Locators Interester Sinister.
King's interest is – to
get as much as possible
of wealth &c. Peers' the
same. King has more
than any peer – each
peer glad to increase
his stock – for himself
& posterity. Mahomet's
numerous descendants
not so rich as he.
Man not not to be
satiated with wealth &c.

+ 97.
2 Locator's Interest Sinister Locatees more so.
Peers always craving
from King, for whose
favor they will do anything
not producing
preponderant evil: Consequently
Peers' house
an expression of King's
will – cannot themselves
produce change,
but can prevent it.
A veto, what: King has a
veto, but, unwilling to
apply it, but
a measure
being proposed by
people's deputies, unwilling
to apply it –
loss of people's regard
would result; his
power by them extinguishable.
