are offered to the most
meritorious they were
refused by the unanimous
declaration that there had
been no degrees of merit.
It is certain that in no
other period of life could
such an example of
universal virtue be found –
numbers altogether not
less than 7,000 – the
average number of
each school from 2200
to 2600.

had it not been ascertained
that Opinion would have
