1830 Decr 22
J.B. to France on Majority

1.
Subject matter full age
in general: of a Deputy
to legislature in
particular – Per J.B.
21.

2.
For exclusion at any
age, not easy to see
what the need or use:
but no precise detriment
being assignable
at that age, J.B. acquiesces
in it, and of
the harmlessness of admission
at that age
the evidence is irrefragable.

3.
Vast the importance of
the question, short the
sufficient discussion.

4.
Deputy, case begun
with: because the arguments
are here plainest
and their bearing
most determinable
and serve, some of
them, for men in general.

5
Reasons against the
exclusion, each sufficient,
more than
one: for it, not one.

6.
Injurious the exclusion
of a Deputy from this
cause. 1 to himself – 2. to
the community.

6(a)
Where not needful, exclusion
of any right
is unjustifiable, because
it defalcates from happiness.
yet how extensively
applied! For
cause of them this is not
the time.

5(a) continued.
To an individual
from his inaptitude
evil to any amount
may from this cause
ensue – to the community
none, unless
it has place in the
major number of
the members present
on the occasion.
Improbable this,
even in one.

8.
More easily comprehended
than theory
is experience.
Witnesses Pitt & Fox

9.
Consider Countries by
which argument is
afforded by authority
are
1. England – 2. U.S.

10
Silly presumption
a person who thus
interested in a good
choice knows and
deems fit deemed
unfit by those who
know him not.

11.
On this occasion, personal
motives the
Electors have for tending
to secure right
conduct: viz. suffering
in case of wrong:
the exclusionist, none.

12.
Electors having no
inducement thus to
make a wrong choice,
no danger is there
of it.

13
Inconsistency – King trusted
with the whole power
at 18. Deputy not
with so small a
fraction before 40, 30,
25.

14.
Seen already on an
individual, now
behold experience on
a national scale.
1. In England and dependencies
(Asiatics out
of the question), 21
always the age
inaptitude never
experienced or
alledged.
So in U.S.
