I continue. At the conclusion of my
former letter, I had to show in the observing the necessity
I was under in support of my opinion on the as yet
undecided question to come forward with argu matter
which could not but present itself as applying to the
already decided question and in that respect to be irrelevant
I had to show in the way of apology that the
irrelevancy had place only in appearance only for that
my opinion being that the equipment for the situation could
not be too scanty the ground and only ground for that same
opinion was the the uselessness – in a word the positive maleficences, of the situation itself
and must and that in such sort that exactly in
by every person employed in the equipment a correspondent
and proportionable addition would be made to its maleficences.

Meantime while thus speaking of the inaptitude of
every Official Establishment of which this situation was
so adverse as it seemed to me to be to the greatest happiness of the people
formed a part, I was all along, as I could not but be
making allusion, all along be, and thus assuming the known existence
of Governments, of a different sort complexion, having Official Establishments free from this sort of encumbrance:
in a word having at the same time in view in a word Commonwealths: one or more:
Having, at this same time had all along in virtue view a
Commonwealth which to me appeared as conveniently eminentlyapt in my eyes is
fit for the purpose not less eminently well suited by than Kingship appeared to fit is ill
suited to the pur that which is on all the universally professed
purpose, I see not how I can hope to render my what
I have to say as well clearly understood as I would wish it
to be, without presenting to view useless have so
useless you will favour me
without presenting to your view
so so few favours
to bestow a glance
