functionary, the Justice Minister. Subject matters of his authority
all contested cases. Of judicatories two ranks and but two
the Immediate and the Appellate. Subject matters of the authority
of both ranks the same: in all contested cases with two narrow narrow
and necessary exceptions, all contested cases.
