This explanation made, I proceed as follows.
In making this decision sorry I am to say it – in my
view of the matter you have made a bad bargain – assuming
that for argument sake – for it is what I know not how to avoid doing – what I shall have to say is –
of a bad bargain make the best. This is a proverb
we have in England, and I suppose everywhere.

7. A King makes the best of him, or rather the least
bad – for bad is the best – a King, like a lion or a
tyger is an essentially mischievous maleficent animal: a King
being to be , what remains is – to chain him down
as as close as possible so to order matters that which the
mischief of may be as small as possible.

To present to your view the manner To shew you in what particulars this salutary retrenchment
may more effectually be made is the purpose of this address.

8. Good. But, how to do this? the purpose is – for
his mischievous proportion to prevent the most appropriate
remedies. But to do this we I must in the first
place look out for and present to your view these
same mischievous proportions: Next, In the next place I must examine
whether they are all of them remediable – whether
among them there may not be some that are
irremediable: this matter settled, then comes enquiry the cure
to such all such as are in any degree remediable, to what the
remedies are which the nature of the case admitts
of.

At the conclusion of my former letter I had to apologize
for what I found myself under the necessity of saying

shew in the way of apology the impossibility I was
under of speaking to the still undecided question about as to Kings
equipment for the without out both of matter
applicable and
otherwise than by matter applying to the decided question: of speaking
maintaining my opinion that the equipment for the
situation could not be too scanty otherwise than by arguments to shew that the Official
establishment had no
such situation belonging to it.
