23. II Next as to inaptitude. Now then, if, if
for conducting the business of government, if the object

which every Monarch as such is: . It would
a state in which he is placed as compleatly as possible
out of the actin, if all motivingmotives, capable of giving birth by which he
could be brought to bestow the sectionsto the mental
labour,to the exertions without which all aptitude for that
same business as utterly impossible: a state, in
which, without a particle of labour of his own bestowing,
he is will be in the constant possession and
enjoyment, of all their fruits which the labour of
millions of human beings, with that of the inferior
beings at their disposal belonging to them , is capable
of producing.

As Here then, as to that same inaptitude, you
have indeed in the person of a Monarch as such, you
have indeed a security, but of what sort? a security
- not against but for that same inaptitude: a security
which i is inseparably from attached to the very nature of the institution.
