14. Not united in the same hands with the Administrative any shore in the Legislative, as under the French Constitution: much lefs
a share in the Legislative and a share in the Judicial, as in
the Anglo-american United States. Constitution.

15. In a work of mine- namely, in my Constitutional Code
may be seen ulterior ramifications and explanations
with grounds and reasons throughout-matters, with
which, none of the belonging to the present purpose, I
shall not attempt to trouble you.

16. The Commonwealth so far constituted- shall it be simple or
penerative? Simple, as under the French Constitution as the the time
of the first Revolution i or as under the Anglo-American
United States Constitution, federative.- Federative I pro-
visionally assume it to be, that being what you are
accustomed to, and therefore on most unexceptionable ground
disposed, whether decided or no, to ad adopt in perference. This
excepted, there is not that reason in favour of it which has
place in the case of the Anglo-american Commonwealth.
Of the subject matters of Government many there are of as
to which the vast extent of the aggregate of the terri-
tories belonging to those several States renders that sort of
partial separation unavoidable, and the existence of a
Supreme Government in an undivided state in the hands
of one and the same legislative authority altogether ineligible
not to say impossible impractieable.

17. Supposing the Government as a simple one as above, still
indispensably necessary as to various local matters to an ex-
tent more or less considerable would be a legislative body
in each one of your States. In that case Sublegislature
would be the denomination of each such local Legislature. As to
matters for the cognizance of which such local Legislatures would
be necessary, and the relation as between them and the Supreme legis-
lature- of these points consideration has been had in my my above-
mentioned code.

The situation of Chief of the State being the situation to be filled, a
monarch the sort of functionary, of which the world has had such
abundant and sad experience, is the are whose unsuitableness
you have seen are venturing to pronounce. Unsuitableness? and if
such be the case, to what cause (you will of course ask) is it
referable? I answer- to the following properties, which you will ask
see belonging to it- properties constituting with reference
to the business of the situation so many disqualifying vices.
