Now, thirdly, as to the Costliness.

Belgians! to the Chief of the State your ancestors, like other
ancestors, gave pay: they found the custom; and at those days and
in those states of things it way (I make no doubt) necessary.
But at this time of day and in the present state of things, in your
case would it be necessary? - a question this to which for any
length of time I am bold to say it would not to any man
be altogether easy to find any sufficient warrant for pronouncing
an affirmative. Now for my reasons:—

With me one maxim is - to no man should be given,
at the expense of the people, pay — no, not to the value of a
doit,— while there is any man who will serve as well
without any.

Another is - to no man should pay in larger quantity be
so given, while there is any man who will serve as
well for less.

Another is - that should any man take upon himself to
assert that he who consents to serve without pay will for
that reason not serve so well as he who will not serve
without pay and accordingly stipulates for and receives pay,
it will lie upon this assertor to make his assertion good.

So likewise should any man take upon himself to assert
that he who consents to serve for pay in less quantity will for
that same or any other reason not serve so well as one
who will not serve without pay in greater quantity.

Have the goodness to observe that by pay, on this occasion
what I mean is pay in a pecuniary shape, that being that
which people in general mean by it and you in course will mean
by it: for if by pay be meant not only pay in a pecuniary shape
but whatsoever else is on this occasion capable of producing
to the purpose of obtaining consent to serve, the same
effect as pecuniary pay, or say in one word inducement, inducement
there is, inducement in one shape, in which it not only
is an accompaniment of the situation but cannot be separated
from it. This inseparable accompaniment is power
that quantity of power without which the Duty cannot be
performed — and to power add the reputation and respect
which are alike inseparable from the due exercise of it.

But, says somebody, in what way on this occasion are we
to know whether a man will serve without pay? I
answer, on this occasion, in the same way that, on any
other occasion, you take for knowing anything else That you
want to know — That is to say, by asking this or that man
