into whose ears the instruction which his business consists in administering
is day by day poured forth, in is he dependent for the
fruits of his daily labour; and proportioned to the contribution
which he is regarded by them as making to their happiness is
of course the height of the place what in that same estimation
is occupied by him.

In his person may the people behold, in addition to the
Lawgiver & the Judge, the universal Schoolmaster – "the Schoolmaster"
who is at all times and every where "abroad"; and the
more beneficial the instruction administered to them by him,
the richer is the meed of love and esteem as well as of
money which he receives from them in recompense.

A word more as to corruption. Forgive me! I must go back.
Belgians! the sort of a thing called a King has been laid before you. Take in
conclusion one comprehensive view of it. By its costliness it is made
bad; by its unfitness – its essential unfitness – for its pretended
purposes, again bad; by its corruptiveness – its essential and indelible
corruptiveness – perfection is given to the badness of it: for
by this it is that stability and perpetual increasingness is
given to whatsoever there is bad in it.

By his every situation, by the mere circumstance of such his
existence in such his situation, without need of action for
the purpose – without action other than of that sort which, as
in the case of the heart and arteries, is termed involuntary –
a King, be he who he may, be he in himself what he may,
keeps infusing into every vein of the body politic the
poison of corruption. Such being the head, such is of
course the whole body of the remainder of the official
establishment, when topped by such a head. Occupied in
course and at all times is every member of it, conscious
or unconscious of what he is about, in the endeavour
not only to preserve the expense of the whole from decrease
but to give increase to it – increase to the
utmost; protesting it to be economical in perfection,
and claiming praise for it on the score of such its
economicalness all the while.

But this God – God as, when once made, he is of
every man's idolatry – God as he is, he requires support.
and this support – what is it made of? Answer – of what
