On the proposed Second Chamber_Peers or Senate.

So much for Kings. A word or two As to Senates. To the share of judicial authority going to your Senates combined with the share of legislative authority given to your Senate, if you have one, will it be proposed that in addition should be back a share of administration also authority? For instance that which is so employed in the constitution of the Anglo-American Congress? I hope not; and I will tell you why.

   The share which in that instance has place consists in the power exercised by the act of concurring with the President in the exercise of the locative function by the exercise of which are filled certain situations belonging to the Administrational Department.
In the words of the Constitution the functionaries whose situations are than filled are the following: - “Ambassador, other public ministers, [...], judges of the Supreme Court, of all other Offices of the United Staes whose appointments are not herein provided for, and which shall be established by law.”
Such being the arrangement behold a consequence. In show, you see the members of that body - every one of them - acting as a check upon any unapt appointment which, without it, the President, for purposes of his own, at the expense of the interest of the whole community, might be tempted to make.
