Under a government which has for its end in view
the greatest happenings of the whole community no such flagrant
instances of inaptitude can reasonably be looked for as
under a government which has for its end in view the
greatest happenings of the favored few as the expence of the
plundered and oppressed many: if in this or that instance
the choice that happens to be made be in any sense
bad the badness will be - not absolute but only comparative:
- comparative, that is to say not so good
as some other that might have been made: or if any
such bad choice has been made the official situation
will have been of the number of those of which the appearance
is greater in appearance than in reality.

To what extent the practical will effects of such an
arrangement are capable of having place without its being
probable to trace them to their source it seems by means easy
to say. Look at the following state of things, and consider
whether it may not be regarded as affording
something in the way of proof and exemplification.

Minister Plenipotentiary not many years ago to
the Court of Paris, a man who was deaf and could
not speak a syllable of the French language: that
language which was the particular language of the country
he was sent to reside in, besides being the common
language of the civilized world.
