6 June 1809 Part I Ch. 5 S.2. 2 9
Elements of Packing. Ch. 5 Unanimity

§.2. Corruption reg. & casual

1 —
From forced & mendacious
unanimity success
of both regular & casual
corruptor derives better
security than it cod from
any thing else: condition,
the being prepared to endure
better than any
other of the twelve what
none ever endured long.
p.1

2
Causes & judicatories
that may exemplify ql
advantages afforded by
the unanimity to the
two sorts of corrupters
1. In a Libel cause in RR.
the mendacity is particularly
favourable
to the regular corruption.
p 2

3
2. In a smuggling cause
to the smuggler with
character of casual
corrupter. p 2

4.
Smugglers Soller "Enquiries"
he makes at the
Packing office about "the
"Connections" &c of Guinea
men as per Edmonds.
p.2

5.
Continuance as above
in the of detail
is unnecessary — The
Soller can he be ignorant
of his duty? Advocates
duty to set off lies to
advantage: Sollers to
furnish them raw
(one reason for excluding
suitors from Judge's presence)
p.3

6
Advocates & Sollers accessaries
after the fact to
malefactors: smuggling
has its established accessaries
among Silk-gown
Advocates.

So doubtless among
Sollers
p 3

7
Solicitor in the smuggling
line if he does
his duty has constantly
by him a compleat
tho' ever changing list of
the Guinea Corps. A
single corruptible member
suffices for his purpose.
p.4.

§.2. Corruption reg. & casual

8
Superfluous to detail
the argument he employs.
Smuggling necessary: no
trade without it. Informers,
perjurers: prosecution,
persecution:
compliment given, not
to bias opinion, but to
secure attention: detection
of perjury the sure consequence.
p.4

9.
At worst bank note
produced with blunt
honesty — this is yours
the day a proper verdict
is given. Without
corruption, government
can't be carried on:
so say both sides of the
House — how can trade?
p.5

10
Objection — How if regular
and constant corruption
act on opposite
sides? p.6

11
Answer —
I. It can never happen.
1. In a libel cause for
example the regular
corrupter has no such
adversary to fear. For
producing sure obsequiousness,
by terror of dismissal,
the phantom
of the regular corrupter
suffices. Every
man being a libeller
no particular Solerr
established in the
libel line. p.6

12.
2. In a smuggling cause
Smugglers Soller is
solicitous for success:
thence for corrupting
a Juror. Crown Soller,
not: the more Smugglers'
escape the more
remain to be prosecuted.
p.6.

13.
Then the casual corrupter
walks over the
course. Phantom of
regular corrupter, a
Giant in B.R. a pygmy
in Excheqr. p.6

§.2. Corruption reg. & casual

14.
Suppose a regular competition
for Guinea
man's favour between
regular & casual corrupter.
Guinea man's decision
would be governed by the
principle of mercantile
calculation

Smugglers complimt
down, so much Guinea
situation worth
so much — eventual
probability of losing it,
so much: ballance
accordingly p.7
