Ask what in this place is meant by superiority?
the answer is, the power of making Laws. that and
nothing else. This is the way answer and the only way answer [that
we be given] to make the word understood in any
sense in which it is applicable with truth to the case
in hand. And this accordingly is the very way our Author
himself has taken to make it understood. "By the
sovereign power" he says he [p. 49] as was before observed
is meant the power making of Laws. Ask
him therefore what a Law is? his answer is,
something that is made by a superior power?
ask him what a sovereign power is, his answer
is, the power of making Laws. A Law
therefore is something that is made by those who
make it. Thus instructive is their part of his
definition.
