Formalities are either Formalities of behaviour language
or Formalities of language behaviour: in other words Formalities of
speech, or Formalities of action.

A speech is indeed an action: but being of
a nature strikingly distinguishable from other all
sorts of action of any other kind, it puts off
the general denomination and in common language stands opposed
