A thorough-faced Lawyer eyes what he calls
a curious question with the same sort of instructive complacency
glee as a Charters Letcher does a fresh goodsetter
from the country, or a City trencherman Quin Epicure
a Paunch of Venison. The Cooks who
value it Securing it through the medium of private professional
or individual interest he sees in it a subject on which
his wits may at any rate be sharpened be [exercised] and by which
peradventure his pockets may be filled. For other aspect
it with him does it bear show to him who ventures
North through the medium Glass of the public interest Welfare. He never beholds If he such an one beheld up looks on it, it is with concern it, but he beholds
it he looks on it with concern: [as having it for the offspring of weakness in the Legislator, and the parent
of distress in the subject] knowing seeing that in
the Legislator it is the offspring of weakness;
and in the subject the parent of distress.
Wherein lies the difference between Law and
Statute? and between interpretation and construction? He has given in one place a set of 5 rules
for concerning the Interpretation of a Law: and in another
place as other set of 10 rules of concerning the construction
of a Statute.

This reverity [of the being] is not a very transient delirium:

in p. 69, 70. He is there speaking of the rule of Judicial Decision to abide
by former precedents: those that in who it practice he then little as where it admitts of in exceptions holds to it – and that
it "where" the precedents favour determination" is contrary to that divine Law: and that small matter.
