37) Comm. Law. Inserenda
Construction
Stare Statues
Obsequium.
Gloria in obsequia, the word of the most odious
illustrious of slaves, to the most learned and most
ridiculous of tyrants, is the word of the freeman
but of above all [free] men of the [Free] Magistrate to that law.
I kiss the rod said a Great Magistrate, who certainly
is
was slave—
on an occasion where the Will of the Law and
of the King were one, "I kiss the rod" (said a Great
said a
magistrate, who certainly was no slave) said he "though it
"be a rod of Iron."
Construction
Substituenda.
I dare not pretend to give a set of notes for Interpretation
that shall be any thing like compleat.
I can not flatter myself with having
done any thing like
dare penetrating into the recesses of a subject topic wheel so
ample in it's total extent, and so intricate in it's
details nature.
The utmost I can hope for, is that the rest of these
declarations here given shall be found just and serviceable useful
as far as they go. What I can be more confident of
is, that our Author's in the main are neither the
one nor the other.
Obligation of Laws
continued from [p. 28.]
all have it who have.
The Nobleman has it, the Peasant has it. It is that it is
which prompts the Regulus's and the to themselves
that which keeps Highwaymen honest among themselves.
It flourishes, on I will not have to say it
in high perfection tho' irregularly in the two Houses of the Legislature
whose so lately has it shot forth into.
