Gaming
The Law has withdrawn cancelled the obligation from the
large debts on this account, and left it in force
for small ones. In this it has done the reverse
of what it ought to have done. It should
have left it on par with respect to large debts. It should have
left it off from small ones. Small debts are
those which are most apt to be contracted by
the Common People. The common people
are imperiously governed by the Moral
sanction. In their the [ others] religious
hold, with it man equally divided compare. They
have not those pretensions of to support wisdom and
and knowledge of the world to support,
that men of rank and opulance [and education] have. They
have not these resources. They can easier say
I was overseen: I was in-cautious. I was thoughtles.
I knew not what I did. My family

excesive are the burthens on litigators upon justice, that the

way to derive much
large advantages from
a reputation, nor to suffer
such large

their support
from the qualities
of the Body, they
have less reason to be
anxious concerning

chance for more.
