suppositions. One or two I will mention only for il-

gination. History will furnish us with an ex-
-ample.
We have a Constitution. We have our liberties
our rights. Our Kings have boundaries to
their authority. This Constitution is formed by
experience to have be more highly a greater share of
experience, to be more highly conducive to the happi-
ness of those who live under it, than any
other yet exemplified. Of this there is scarce
a doubt. The proportion is almost universally
acknowledged. To be deprived at once by
any act of the Legislation of every thing that
distinguishes this constitution to its advantage
would be to see a measure taken in the highest
Sense inexpedient. To such a degree inexpe-
-dient that at no time they mischief resulting from feeble an
opposition to it could be equal I suppose to
the mischief. of a compliance. Such a meas-
-ure we find to have been once actually taken by the Legislation.
