Ignorance general
All this is but Discourse putting men upon a wrong
scent. The mischief and the remedy lies not
in the subject but the government rulers. If ignorance
be a reproach to the subject, much
more it is to the Legislator governing body, which, being so
well paid for it, never thinks to take the means put them him and the
to halt them. way of knowledge in his way.

The turn of thought was little point of view he placed it in was narrow, and calculated
to a little end: the bringing custom to the his shop
he was shutting setting up. It shews You might see (in it) not
of the Physician tracing out his art but the Empiric magnifying for the improvement the drugs nostrum he had to sell.
He that thinks to bring men to the knowledge
of the Law by exhortation with great efforts means will compass little small
effects. He who proposes takes the Law in
hand to prepare for being made known promulgation, with
means labour comparatively small may produce effects
the most considerable beneficent and extensive. (The Temple of Jurisprudence
should first be fitted for their reception,
before it is thought of "compelling
"them to come in".) Well trodden by all means It is by all means to be wished the subject
be like the path that leads to the Temple of
Jurisprudence be well trodden by every subject if it were possible: but first do what is possible can be done fit it up for his reception.
It will then be after that is the time enough to
think of compelling him to come in.
