But is not the consideration it will be said an
essential one, who it is made by? It is what
any one chooses to give for such that is a Law?
Is it not necessary to know who it is that made
it in order to know whether it is a Law?
Most certainly. But the description of the persons
to whom it belongs to make a Law, cannot for
all that enter into the its definition of it. It would
be too long (would that description). Nor could it. It could not
be the same in for every State. Nor it is so necessary
to the definition as might be imagined. We
can have a clear idea (and that is the purpose
of the definition) of what is a Law when made,
taking it for granted that it is made by th competent
authority, without thinking who it was that made
it. We can prove a conception of a will expressed
without taking into consideration whose Will. We
can consider the think itself without considering
it's original. from whence it came, Essential as this point for some purposes may be⊞ ⊞ it is more we see there can be
settled within the ordinary
compass of a definition.
A definition, if of that a
reasonable length, must in
this point be definition.
The defect, which when avowed
neither misleads the reader, or
is chargeable upon the writer.

definition ought to be ,: not palliated, by an expression
which pretends to remove it, and does no such
thing. The consequence of this passage therefore
is the blaming people into a "notion" that one thing
is said, when it is just as much as comes to nothing.
