Sovereignty 𝓧 Legislature.
By this time we may know what to then be of the "natural inherent right that" we are told, "belongs to the sovereignty
"of a State wherever that sovereignty be lodged,
"of making and enforcing Laws". That such a the said
right belongs to the said sovereignty, is a proposition,
well worthy of an the Logic of our Author suited to our Author's logic
to demonstrate.

Had he had any ideas in his mind Before he could have thought of making a question
of it⊞ ⊞ this is what he must have done. In the first place He must have fancied he had formed to himself a notion
of a sovereignty, a sovereign body in a State,
without any notion of the power of making Laws.⊞ ⊞ Now the which I should suppose to be no easy matter.
This however he must have begun with: and it is then, & in order to have a
not till then, that to notion of the subject to which the attribute in question
might or might not be conceived to belong: and
then and not till then, would he have set about enquiring
whether the attribute did in fact belong to it.
The pleasant part of the story is, that the had but sentence
