SECT. Municipal Law. Inserenda

1. Proscription of a particular object without any special ground grounded in no special fact. 2. Law
2. Ex-post-facto with a particular object but with a special
ground. 3. Ex-post-facto Law with general as to
the object of the precept and Sanction as far as
prospective: but post retrospective with regard
to some individual. 4. Declaratory, where the Sanction
is generally retrospective against all. The Sanction The Punishment
may be inflicted by an Ex post facto Law may be
new in part only of in the whole. It may be new
in quantity only, or in quality as well as quantity.

Prescribed by the Prescriber.
There is a very instructive Aphor ruling maxim I have met with
in a dramatic piece entitled

"Go call a Coach and let a Coach be called
"And let him that called it be – the caller"
says Aldiborontiphoscophornio in Crononhotontologos
an excellent and instructive thing in which profound word complied our
Author has not failed to make a .
This
precept concerning calling of Coaches is only like
the Law about a the "Bishop of Norwich" according
to Lord Coke is in truth put only "by way of example:"
and by a person in truth of sagacity is applicable to any thing else with as much propriety as well as
to calling of Coaches; as fast as the aforesaid Law
according to the aforesaid present reverend commentator
is applicable to anybody else as well as to that
Bishop. An excellent and instructive maxim it is, considered
in this general point of view: a maxim in under which as
profundity of wisdom is crushed, which of our Author it should
considered at least, nobody had pondered it
and ever so, could make
better profit of it. Nobody
in regard to Law, could
take better care than
he has done, to let him
that prescribeth it, be
the prescriber.
