SECT. IV Connection.
to tell what meaning a man has who has none. But
the meaning that all those have in it, who have any
is soon told. An action indifferent to society (if such there be) is an
action that produces does neither good nor harm in it: or
if that be not precise enouth, that produces in it
neither pain nor pleasure. Of this sort then any it seems
"a great number": which great number are all among those which it is found necessary we were told before for the benefit – [that in other words,‡ ‡ that is the good] of society to restrain.
It is One necessar thing therefore we find that is
necessary for the good of human Society, is, to, forbid
actions, – (a "great number" of them) that do no harm
in it. This (if he had any) would be our Author's
notion of the chief good that is to be done by human
Laws.⊞ ⊞ "Herein" says he, it is that human Laws have their greatest force and efficacy". p.42. What it does no harm if done to do he
would can make us do. Exporting Wool to foreign countries
is one of those acts that to this country would do no harm to
this⊞ ⊞ in consideration whereof which seeing which he is perfectly well content it would that exporting Wool be
forbidden. And with this lesson of Political
Oeconomy we shall close the Section.
