SECT. V. Law of Nations

such a thing? If there is what is it? What does it consist
of. This is what one should would be glad to know. This
is what our Author never thinks to tell us. The "thus
much" which he "thought necessary to promise " † p.44
is [the Law of nations amongst his other Laws] does not extend
so far. He tells us indeed of something what it "depends"
on: by which in truth I believe he means consists of.
With other men what a thing consists of and what it depends on
are different applied The Of Goods for instance and the Crane that lifts them Wharf they land on
are different, but with him it seems they are the
same.

It consists therefore if There are two sorts of things then that
if we may have have to say so it consists of. The one is the rules of our old friend the Natural Law.
The other is mutual compacts, treaties, leagues,
and agreements, but (which to judge of them by the
manner in which of his mentioning them are so many
different sorts of things, but to judge of them by themselves what
other people mean by them
are the same) between these several communities: these states, commonwealths, and nations which
also are the same.

Now it is then that the light breaks in upon us; Now
it is that we may say tell boldly what this same Law [of
Nations] consists of. It consists in the first place
of a piece or of the whole (we know not precisely are not told precisely how much) of this same Law of Nature from
whence it was to be distinguished: in the second and last place
of things concerning which he takes much is at no small pains in the next
page but as ‡ p.45. to shew that they are not Laws.
This Law therefore consists partly of another Law: and partly of
