A state of nature is a state where there are no Laws
where none can possibly exist, but the Law of nature.
In a this State of Nature, it seems we are all equal: that which
means either that there are no none of those which are called natural inequalities amongst us,
such as those of health, strength, beauty, dexterity & stature: or else
that there are no civil inequalities: that is, where there are no
Laws, there are none of those inequalities which that are
made by Laws. The former is as true, as the latter
is worth telling.

Note

He proves that it no such a thing as a Law in a State of
nature, because
In a state of nature there can be no such things as Laws. Why?
because says he in a state of nature we are all equal.
This is very true – why? because there are none of those
inequalities among us that are made by Laws. And if that
be so, whence happens it? because there are no such
things as Laws.

States There are nations such things as states, in the world: we see it. Nay says
he, have but a little patience and I will prove it
to you: ay, and states commonwealth and nations into the
bargain. His argument is that it is impossible as all
the world should be all in one state. Impossible enough
indeed I should suppose it, but I pretend not to understand
so will take him as he does. What is impossible, nor should
I much want to know that one thing (if it be so) is impossible,
in order to know that another thing is, which I see with
my own eyes.

Nations are States otherwise Nations call them which you will, there
are: There is a talk of a Law of Nations. Is this
