SECT. VI. Municipal Law.

Now would pain tell us Whether it be to his purpose or no upon that occasion
what a compact is, and what is the difference
between that and a Law, it is what he
would fain strains hard to make make us understand. For this purpose,
he tells us that a compact is a promise
proceeding from us, Law is a command directed to us,
so that the difference between a compact and a
Law is the difference betwixt from and to.

This
be it ever so true will I fear makes not much the wiser.
Not that I am satisfied that it is so. A compact
I should rather have taken to be not a single
or promise only given by one person, but a pair of promises
reciprocally given, by two men to each other, by two persons. However if a single promise
come up compleat to the idea of a compact, if there be one that it proceeds
from, or there is another it proceeds to: another and so it is
with law.

Let us try again. The language
"of a compact [i.e. of a man entering into a compact] is "I will, or will not, do this; that
"of a Law" or [of a man making a Law] "thou
shall, or shall not do it". This is very true,
but not much the wiser for it, are we evenyet. try again Let us try Once more. "It is
"true there is an obligation which a compact
"carries with it, equal in point of conscience to
that of a Law ⊞ that is (if human Law) as it will turn out by and by, just none at all being interpreted, as it will be by and by, (if of a human Law) to none at all.; but then the obligation is different".
