SECT. VI. Municipal Law.
by the Laws not touching it at all: and at the
obligation this pain creates, our Author, as we
shall find by and by, will not allow to carry with
it any portion of that which the first-mentioned
sort of pain creates, the obligation which a compact
sanctioned by the Law carries with it,
equal as it is to that of the Law, is in point of conscience just none
at all. And thus much for the present may serve to let in
some little light to the signification of the word
conscience: that ill-fated word, is peerless of confusion which scarce ever
appears but it brings confusion in train.
The next member of the Definition consists of the
words "civil conduct" – A Municipal Law is a rule of
Civil Conduct: which word epithet civil sounds very pretty, & adds just as
much to the sense as comes to nothing. Of Civil
conduct the meaning (if the it must have a meaning) is the
conduct of persons living under municipal
Laws. Municipal Law therefore we learn
from this is a rule of conduct to those who persons
living under it to whom it is a rule,⊞ ⊞ and this sublime discovery is made revealed to us once more, when we are told that it "regards" a man "as" he is "a citizen". To make it clearer it is opposed
to moral conduct which is also a pretty
word: as if the conduct which is under the regulated by† † men are made to observe in consequence by force of
Municipal Laws were not a moral conduct, which moral conduct we learn at the
same time is the conduct that the Laws of
Nature & Revelation are the rules of. Which latter two we are
told (by thereby a [not that is either true, or anything to the purpose nor but] out of sheer power for besides
