SECT. VI. Municipal Law.

To notify to the people a Law, is to tell them of it. Now I should that
it is matter of great indifference the manner how people are
told of it is what I should never have imagined.
I should imagine the manner how they are told of
it should be such a manner as will answer the
end of their being told of it, that is their knowing
what it is: else that they might as well not
be told of it at all. Indeed there are more reasons passages
than this to shew our Author looked upon it as
a matter of very great indifference how people
are told of it were the manner he mentions mentioning as he does such a manner
of people's being told by it as nobody could
ever come to know it by that yet lives lived. The
truth of the matter all this which is, it is not
their being told of it that is necessary, but your
saying they are told of it, where it's no such thing.

For it is a way right reservation that belongs that is made deemed to our Author to in
common with his fellow dealers in fiction, when they
speak the existence of a matter of fact as being necessary to
any purpose (for instance to justify or measure a Law)
to suppose it to exist, although it does not. nay even although they own it does not. To
Tis pondent of them. Tis not less would serve them.
For the defenders à outrance such as he is † it is his glory to be of the Laws that
be are, [because they are] need not a medium less efficacious
than that one by which any one thing may be
proved to be right as well as any another?
