municipal Law depend upon them, I see not why
the wisdom and will of the Legislators should be
less concerned than if there were no such things.† † were it otherwise.
At any rate I suppose there must be a
will of the Legislator exerted: else I don't
know what's to become of the Law. And if
the Municipal Law must at all events‡ ‡ come what will of it depend depend (not that
I understand perfectly what [our Author means by] the meaning of
depending means upon those two Laws, it must require
no small share of wisdom, I should
conceive, to know determine find out what they have to do
in the affair. The His widest thing way I should
conceive would be to do what is desire actually
generally done – never to trouble his head himself
about them; neither in part directory declaratory
remedial nor sanctional supposing he
got them in his Law of the has in it these parts: but to provide on that behalf
according to the best of his judgment for the happiness
of the Society, in that behalf: what matter is a last course
no would take however that will cost him infinitely less painstaking & deliberation (if that
is meant by "wisdom") than the other.
This doctrine we are next told "deserves a more
particular explanation": hardly I should think
