We have already later accord to mention how con—
sistant his diversion of the sanctioned proof is
with his other name for it: let us now consider
the reasons he gives. Why it is more common
to find it of the "vindicatory" sort than of the re—
numeratory: in other words why it is more common
to give it in the shape of punishment than of in
rewards: of past for disobedience then of pleasure of obedience.
These heads comprehend all he says of it.
The reasons he gives are three.
The first is— that "the quiet enjoyment and protection,
"of all our civil rights and liberties which are the
"same and equal consequence of obedience to the
"municipal are in themselves the best and most
"valuable of all records."
The second is— that stance the execute of virtue to
'be enforced by the proposal of particular rewards,
"it were improbable for my state to furnish stock
"enough for to propose a bounty."
The third is— that the dread of will is a much
"more forcible principle of human actions than the prospect of good". And for the last lockes and pay is
referred to.
Of these reasons it may be remarked, that the first
is not true in the sense in which it must be free
to be a mason. It is utter false, or nothing to the pur—
pose. The Second has truth at bottom, but is so
assembly appropriate tamed thought affectation of ornament,
as scarce to express it's recording. The third is
