Whether binding
upon Conscience.

Laws bind upon conscience, Laws have
as
command the Religious

their hands. Laws do not bind, conscience, Laws

tho' they do not bind our consciences to do what
they would have us do, they bind our consciences to
suffer what, unless we so do, they would have us
suffer.
