the proeme or preamble, where there of 1 one — Thus
"the proeme", says he "or preamble is often
"called in to help the construction of an act of
"parliament". Which construction we may remem—
ber by the bye is to be the subject of a different set of rules, two
in number, that are to be given herafter and another place.
The preamble of a law is something that is
different from and bend the law, that forms no
part of the law, that does non of those things
which it is of the nature of a law to do, that
forbids nothing, nor commands any thing.
What it contains is more historical matter,
being ordinarily a brief relation of the induce—
ments that are though proper to be approved for the
commanding what is commended, or forbidding what
is forbidden. A declaration of there certain supposed
matter of fact the extraordination of which determined the indg—
rest which determined the volition expressed by the Law.
And now we are got away again to other
Laws: by which immediately after, he very adroitlyenjoined
only expresses himself in terms, to mean
the same. "Of the same nature and use", says
he ", is' the comparison of a law with other
"laws, that are made by the same legislator,
"that have some affinity with the subject, or
"that expressly relate to the same point. Thus
