SECT. Interpretation.

"Legislator, and when the Common all his expressions directed to that
end.

I will give you my notion of what the subject matter
of a Law may be, since our Author has not
thought it worth his while to give us his. What
is meant by subject matter of a Law is what it, is a matter that
he imagines, I suppose, I consider, that every man has relied body is clear
with himself about but which I am apt to imagine every
body has not settled on the business man is not clear about himself for
one. By the subject-matter then I mean, the sort
of thing that is the subject (or object, (the use of these two words is not well distinguished) I don't
what)
of the sort of act to which which the Law
is made to prohibit or to command the subject on which that act is exerted. This indeed
is no other than one would suppose his
notion of the word thing to be, to judge the words simply
from his example: but
To come at the subject matter (there is no other way,) we must get at it by the words.

As it happens, the word that seems to be marked
by our Author as expressive of the subject-matter
(for it is printed in Italics) tallies exactly with this definition. I say seems:
for that this is the case, is more than he has told
us. Our Author seems to stoop to the drudgery
of speaking plain. "Thus", he continues he, "when
"a Law of our Edward III. forbids all ecclesiastical
"persons to purchase provisions at Rome
"it might seem to prohibit the buying of grain & "other victual; but when we consider that the Statute
was made to repress the usurpations of the papal
