from their being not extant, but from their being unau—
thenticated that they all these flaws have lost their force, it
would have been worth which to have said so.
"The manner of nothing these Statutes," proceed,
our Author "will be better considered hereafter, when
"we examine the constitution of Parliaments. At
"present we will only take notice of the diffe—
"rent kinds of Statutes: and of some general rules
"with regard to their construction.
"First as to their several kinds. Statutes are
"either general or special, public or private."A general or public act is an universal rule,
"that regards the whole community; and of these the
"courts of Law are bound to take notice judicially
"and ex office; without the statute being particu—
larly pleaded or formally set forth by the party
