Judges may say, of one Statute that it is a public
one and of another that it is a private
one, and of the for omitting to write
the Statute in the as if, and in to him
for it in the species
names belongs to any individual Statute beside
those to on which they have thought proper already
to bestow them. Of what nature then is the distinction
between Private & Public and Private among Statutes?
precisely of the same as that between lo short
and long, between small and great, between few and many.[a]
A Public Statute is a Statute that concer regards every
Soul in the nation, not a creature to be excepted:
NOTE.
[a] I remember when I was a child, having sung my Nurse is
nurse sing a song singing to me a ditty, the beginning of which I do
not recollect, but the conclusion was,
"A long-tailed pig, and a short-tailed pig, and a
pig with a curling tail."
This, even without the last article of it, was precisely
as good a classification of pigs, as our Professor's
is of Statutes.
