Gilbert on this occasion, uses promiscuously the words statute and
Act: public and general: private special and
particular. At the same time the words "Statues.

so many different titles in his Book. Tis
under these titles, not to mention others which another that promise nothing
almost the matter, that the doctrine in his book concerning
this notable distinction is comprehended.
