B. CH. Of the Statute Law. — The Kinds of Statutes — enlarging or restraining

a Statute can be said to enlarge, there the Statute
is an enlarging one: where any thing that it restrains
a restraining one: no matter what it enlarges
or restrains, so as it is but something. How
aptly this rule is calculated to distinguish
one sort of Statute from another, we have I suppose
by this time seen.

A thing our Author seems to have taken for granted
all this which is that a Statute us the sim—
plist of all possible discords, never doing
above one thing at a time, of that thoroughly,
so that if there be any one part of it that enlarges
not only the same part of it does not but
no other part of it does restrain. This as
ill fate will have it is not precisely true
since, as we all know a Statute, of the variegated race of Statutes
now in vogue will do fifty things that
have no imaginable connection with each o—
ther.
