STATUTE LAW. Kinds of Statutes.

The truth of the matter is, that it is to clauses only of Statutes
that what our author has said of Statutes, as far
as there is any thing in it, can properly be applied.
Statutes themselves take them in the heap are so thoroughly void of any
thing that bears the semblance of order or method
or regularity, as to be incapable of any classification
whatsoever. Not even that loose and vague one distinction, into
Public and Private will [even as far as it extends]
distinguish them. For Public Statutes these are
called Public that have in them clauses such
as an all Lands would be allow'd to be of a
private nature.
