a sot of sanction belonging to a Law a Law might have belonging to it, called
a Reward which after which, by the by no more notice is taken of any such Law as has that Sanction, than if nothing had been said about the matter. tho' he now thinks afterwards of any
other Sanction for a Law than Punishment

seems eminently (I will do not say exclusively) the nature
of Reward to procure benefits; as of Punishment
to suppress mischief. But let us hear
