it would have been strange, if two sets of
Legislators, going to work without any communication
with each other, and both meaning to appoint
a Qualification, should both have happen'd
to pitch exactly upon the same Sum.
As it happened chanced, the Sum the last set pitched
upon was the smallest. But what is plain
is, that of neither to of these any more than the
first set was it the intention to reduce it:
For if it had been, it is not credible but they
would have said so. Now therefore not being in as it was not
