7. In so acting they spun out at the same
spinning, and without – the substantive branch of the
law and the Adjective branch, the Procedure branch: each branch
in such form and manner as in their eyes was best
suited to the joint two conjunct purposes – their Masters, under whom they
acted in a state of the entire most abject dependence, their Masters,
as far as they thought themselves obliged – their own, as far as
they derived.

8. To what a degree they came at length a desire may be
seen in the Statute of Henry the 6th made to put a stop to the
progress they had made in a scheme for possessing themselves of
the whole part landed property in the country, by converting metamorphose
the proprietors into Outlaws.

In this way was shape did the rule of action come into creep by degree
and universally
existence at an early stage of society early times everywhere: and in that
shape alone at that same stage could it come into existence
anywhere.

But it follows not that because such of necessity was
the state of things at that early stage, it ought to be
suffered to continue in that same state at a stage so
advanced as the present.

On the contrary to on the part of
those in whose powers on whom it depends it has so long been to put
it in the proper state, to have thus long left it in
that so highly incongruous and pernicious state as negligence, and
after such warning as has been given much worse
than negligence.
