As to the by the operation of which causes to which this disastrous state of
the rule of action, and consequently of the community
have been and continues to be produced, it belongs not to the present design

part Generalization and arrangement are
laborious and tedious processes, and require not only a
more than ordinary strength of mind, but also extensive
and variegated stock of particulars to operate upon.
Till comparatively of late years, neither of those conditions
both of which are indispensably necessary had come into
existence. How that they are come into existence
as yet condition is found not less indispensable
is found to be still wanting: this is the inclination of and
