As to the by the operation of which causes to which this disastrous state of
the rule of action, and consequently of the community
have been and continues to be produced, it belongs not to the present design
to spread them out to view. On the part In case of professional men
they are obvious, in the case of other men they are not
equally obvious, but they are not incontestably demonstrable.

⊞ Out of the torment of
the non lawyer cometh
forth the comfort of
the man of law: and
the comfort rises throughout in proportion
to the torment

part Generalization and arrangement are
laborious and tedious processes, and require not only a
more than ordinary strength of mind, but also extensive
and variegated stock of particulars to operate upon.
Till comparatively of late years, neither of those conditions
both of which are indispensably necessary had come into
existence. How that they are come into existence
as yet condition is found not less indispensable
is found to be still wanting: this is the inclination of and
will met in the quarter in which alone the appropriate power given
has place: and the cause why the inclination has not
place – is that for to the bringing of the effect into existence
the
in the idea taken of the matter by those on whom
everything depends the interest necessary to give that bent
to the inclination has not place; but, instead of it, one the interest
directly opposite.

Under those cases circumstances – these things being so –
Never will the effect have the so intensely
desirable effect have place, unless and untill, on the part of the community
are on whom the burthen of all this suffering rests
the state of appropriate patience being at length exhausted,
a degree of excitation shall have place, strong enough
to overflow continue against and overpower that same sinister interest.
