Here then by the use of the word forfeit, the transactions
employment of eventual punishment for the purpose of producing compliance
is manifestly notified as well as intended: suffering, to the amount
particularized, it is intended to shall be annexed to the non-performance
of the act in question, if the price of the licence be not paid,
no suffering in that or any other any shape other than that attendant on the payment
of the price of the licence in the case of the making of
such smaller payments.

In and for For the production of the two original effects that
desired to be produced the use is here made of the word forfeit.
But by p any one of an unlimited number of other phrases the
same connection might equally be established the same conjunct
effect might have been, and at any time be, equally
produced: and, so as in both cases the production of its effect
be in an equal degree accomplished, what the words happen are
to which it happens to be employed in the production
of the effect, is so far a matter of indifference.

In the case of the spirit licence, the object with th
constituted authorities is to collect into the public treasury
for the use of the public or at least of government, the aggregate
amount of the sums paid for the purchase of the several licences.
In the case of the mendacity licence, the object
with the constituted authorities – in this case of the Judges
and others associated with them on this occasion by community of pursuit in the way of interest, whatsoever
profit in any shape is capable of being derived from the employment exhibition utterance
given to and results drawn from those masses of statements discourse in which the penning of
which false statements are presented to be made with by the
person in question without them being exposed being on that account liable to be subjected
to punishment, in any one of those shapes in which punishment
is attached to falshood in a variety variety of cases, or in a
word in any case whatsoever.

As to the ways shapes in which benefit is allowed to be derived from
such those false statements though false, being the same benefits that would
be to be derived from those on the supposition of their being true, they
they with to have already been
held up to view.
