Blackstone

As to the details of the manner in which this concurrence is effected
and made known, there would be little to space can not be afforded for giving them here: they may be seen
in Blackstone.
A power sufficient to give direction to human conduct
on the part of every person, on every occasion, that
can occurr is necessary to the existence of every public
community in a continual state of po society and mental intercourse.
This power – the supreme power it is stiled, is as everybody
sees and knows in the joint hands of the King Monarch, the
House of Lords and the House of Commons.

Instead of the Monarch the term more usually is the
King. But this term is inadequate and leads to misconceptions.
The place powers most commonly filled exercised by a King, have been and
may at any time be, exercised by a Queen, or by a Regent.
To neither of those is the word King applicable with propriety:
to both of them, the word Monarch is.
Not being laid down in any custom instrument
in the delivery of which, the persons among whom the supreme
power as above is shared, have concurred, the form of
government, taken in the aggregate, can is otherwise not be
delineated any otherwise than by the practice of government:
that is to say the practice of those same persons
respectively, and the language used by them: except always
the instances in which in relation to this or that particular point belonging to the form of
government the will of those same persons has from time
to time received expression in and by an Act of
Parliament.
