What is equally known is – that of the whole number
(650) of the Members of the House of Commons, a large proportion
are placed in effect placed there by the King Monarch partly
by means of the influence possessed by him in an immediate way
over the voter those persons by whose votes they placed in
appearance, partly by the intervention of the the influence over those Members
of the House who is of the Lords, by whose influence the votes of so those
sets of Electors by whom so many seats in the House of Commons
are respectively filled.

What is equally known is – that in the head of the
the several Offices by the exercise of the functions of which the
other persons several other businesses of government are carried on, are with few with exceptions
to a comparatively inconsiderable extent,
exceptions so circumstanced as to be among of the number of the objects, as above,
of general desire: and that, in like manner with few exceptions
it is in the power of the Monarch, and accordingly
in the practice of the Monarch to bestow them on whom he
pleases: and that it is in this way and by this means,
that the influence possessed by him in relation is to to the
Members of the House of Commons, is, as above, exercised: exercised – not
only on those alone who the by that same influence have been
placed, but moreover also on those who have been placed there by
whatsoever other influences.

What is also equally known is that, on each occasion in both Houses
it is by the majority of the members present that the power
of the whole is exercised, except only that in the House of
Lords members who are not present may each of them if
he pleases transfer his power to any other Member who is present:
and that the in each House the Members
who as above, act under the influence of the Monarch are
the only ones, on their part, there can on any occasion
be any wholly grounded assurance of attendance: the others rest
not having, for producing attendance on their part any other
motives than those which are presented by the amusement of the day,
or the personal interest, real
or imagined, of the whole
of life.
