Such being the power at all times in the hands of the
Monarch, what is the use that may that will be naturally be expected to
be made of it?
According to the greatest happiness principle, as above,
the use he ought to make of it is the applying it making
on each occasion such application of it as, on that same
occasion may be in the highest degree contributory conducive to that
same greatest happiness.
But what on any occasion is the probability
that such application will accordingly be made of it?
That it sh on any occasion any such application should
so be made of it, is inconsistent, as will soon be seen as hath been seen with
the very nature of man with the very existence of the
species.
Under these circumstances This being the case, whatsoever declarations were
at any time be made of an intention or disposition to make
any such application if it, what degree of credence it would could
reasonably be given be reasonable to give to them may be imagined.
But in practice no such declarations are made.
On the contrary, in the very latest instance that has occurred
declarations to an effect incompatible with any such intention,
declarations to the opposite effect have been made.
